25. Efron, 57, banker who originated the no-minimum-balance checking system, died Saturday. He was vice president and cashier of the National Safety Bank Trust Co. In 1935 he concluded that millions of persons with small incomes were denied checking privileges because they could not maintain minimum balances of $300 to $5,000 then required by banks. So he introduced a system by which a bank patron can write a check as long as he has enough on deposit to 'cover it, at a nominal service charge per check.

Our little son. loved and lost to us awhile. i William J. Vaught, Insurance Broker, Dies of Heart Ailment William Jordan Vaught, 64, an insurance broker in the Ring Building, died yesterday of a heart ailment at Prince Georges HosI pital after a 10day illness. He lived at 6808 Pineway street.

College Heights, Md. Mr. Vaught was president of the Civitan Club of Washington in 1942 and had been associated with the club for 15 years. He was head of the Mr. vaurht.

High School Awards Committee and also was on the School Committee of the Washington Board of Trade. Born in Texas. Mr. Vaught was born in Palestine. and attended Northwestern University, where he was a member of Phi Delta Theta fraternity.

He was a past president of the chapter and a member of the alumni association in Washington. He was in the banking business in Chicago, Tulsa and Dallas before he came to Washington 16 years ago as manager of the branch office in the Syndicate Co. While in Tulsa, he was vice president of ihe First National Bank and director of Scholarship Award Committee for the Southern States. Mr. Vaught had headed the Vaught Insurance Co.

The family requests that money i be donated to the benevolent fund of Riverdale Presbyterian Church 1 instead of sending Virginia's Cold Weather Increases Relief Pleas By the Associated Press RICHMOND, Dec. winter weather brought the usual increase in applications for; general relief, according to the State Department of Welfare and Institutions. a trend, the department said in a monthly bulletin, that probably will continue until spring opens up more outdoor jobs and cuts out the need for fuel. There were 729 applications in this category of welfare last month as compared to 636 in October.

The department noted with satisfaction, however, decreases in applications for old age assistance and aid to dependent children. A decrease from 711 to 608 was recorded in applications for old age assistance. The drop in applications for aid tq dependent children was from 607 to 537. Charles Ourand Dies; Retired GAO Worker Charles H. Ourand, 71, a retired employe of the General Accounting Office and a lifelong resident of the District, died yesterday at his home 6219 Western avenue N.W.

He had been ill for about a year. The son of Frank and Minnie H. Ourand, Mr. Ourand attended Central High School and began a Government service career about 35 years ago, with the Panama Canal office here. He transferred some years later to the GAO, where he remained until he retired about five years ago as assistant chief of the Postal Savings Department.

Mr. Ourand for many years was head usher at the Church of the Epiphany, 1317 street N.W., and had been a member of the Pentalpha Lodge of Masons. Surviving are his widow, a son.1 C. Holden Ourand, and five i grandchildren, John. 17; Charles 13; Jane, 11; Raymond, 10, and Mary, 6, all of the Western avenue address; a brother.

German Reds Prepare Basis For Foreign Property Seizure By David Nichol Foreign Correspondent of The Star and the Chicago Doily BERNBURG, Soviet occupied 'Germany, Dec. basis is being prepared carefully here for the outright seizure of much of the foreign-owned propj erty in Eastern Germany other i than the concerns now held openly by the Soviet Union. It is the main theme and central point of the trial of 10 former officials and employes of the Deutsche Solway Werke and the city and provincial government before the of Eastern highest court, headed by Frau Dr. Hilda Benjamin who has been described as the Two of the chief defendants escaped to Western Germany, but eight others, including one woman, have been under arresi and have been interrogated repeatedly for almost a year.

Sequestered After War. As all were, the Solway Werke with its headquarters and principal factory Bernburg, was by the Soviet occupation authorities at the end of the war. Subsequently, it was argued that the Solway Werke was per owned by the parent company, of Brussels and that it should be administered under trusteeship as the property of foreign This was done in 1948. but not before the Soviets had the main plant and shipped it to the Soviet Union as reparations, leaving three apparently uneconomic subsidiaries in the Soviet zone at Osternienburg, Westeregeln, and Buchenau. The company meantime had its headquarters toj Ohligs in the British-occupied! Ruhr area, from where it now operates six other plants in Western Germany.

The concern had prewar assets of more than $30 million. Farben Had 25 Per Cent. Sometime during this period it was discovered by the Soviets that Solway Werke was in fact 25 per cent owned by I. G. Farben, the mammoth German chemical trust, whose properties were ordered confiscated as one of the early acts of the four-power control council in Germany.

The stock transfer to Farben occurred in 1924 as part of a cartel, or restrictive trade ar- rangement of the type now ruled; illegal. Eight of the defendants are accused of consciously and consistently concealing Farben's interest in the concern from the Soviet authorities and from the Eastern German government. The trial is being conducted on the Soviet theory that any defendant who reaches the court is guilty and that the hearing is only to the listeners and determine the sentences of the accused. Despite this loaded approach there seems no doubt from the evidence that at least some of the accused did know of participation and did try to conceal it deliberately although it was no secret once records were opened. One-quarter of the concern technically was subject to confiscation.

Court Goes Farther. But the court here is going much farther. The novel theory is being advanced that Farben's 25 per cent in fact was the in the entire operation and that Faroen exercised its influence through a variety of means ranging from industrial to the nomination of leading officials. If this theory is for all practical purposes it has been it might be argued that the whole of the concern is liable to confiscation. If this in turn is and it has been by the Communist officials of Eastern Germany it is a to the offices or remove assets to the West as unquestionably was done.

Defendants in another trial recently were sentenced up to 15 years on similar charges. In point of fact, so far as Solway is concerned, the Eastern German government hasn't waited for the outcome of the. trial. Ever since the arrest of the officials early this year the plants in Eastern Germany have been operated as owned Correspondents who asked to visit the plant here were told bluntly that it was impossible. The extensions of this line of reasoning are obvious.

A certain amount of dialectics is all that is required to seize any foreign property. Tanker Fire Periling Port oi New Orleans Brought Under Control By the Associated Press NEW ORLEANS, Dec. A spectacular blaze aboard the tanker Esso Baltimore, which for a time threatened the port of New Orleans, was brought under control today after a five-hour battle. The fire broke out last night after the tanker and a tow of oil barges collided in the Mississippi River. An explosion set both aflame.

Two seamen were injured when they jumped into the water to escape the flames. Crews prepared to tow the $3 million tanker to its dock at Avondale, up the river from New Orleans. Both the tanker and tug remained afloat, although for a while it appeared they would have to be scuttled to quench the oil-fed flames. The injured seamen are Jack Trainor, 29, of Providence, R. and John J.

Joyce, 24, of Paterson, N. J. They are being treated for shock and exposure. The collision tore a hole 75 feet wide in the hull. Tanker Crew Accounted For.

Capt. W. S. Wright of the tug William S. Smith said all members of the crew of the tanker apparently had been accounted for and that it was not believed any of the barge crews were injured.

Gapt. Wright's tug helped fight the flames. He said the first mate of the tanker reported all but two of his men accounted for. The Marine Hospital reported two nlen who had jumped from the vessel were pulled from the river and were under treatment for shock. The hospital said the men, were not burned or hurt, but because of their condition were not immediately identified.

Two barges caught fire after the collision. One was sunk by the fireboat Deluge after it had floated out of control downstream for about a mile, threatening docks on the east side of the river. Fire aboard the other was put out after it was beached. Capt. Wright said a series of explosions rocked the ship and threw blobs of blazing oil onto the surface.

Fire Trucks Stand Ready. Crash trucks from New Orleans and adjoining Jefferson Parish (County) scoured both the east and west banks of the river hunting for any crewmen who might have jumped from the barges. Fire chief Howard Dey stationed 20 fire trucks along the city's waterfront and ordered firemen to be prepared for any emergency. The Esso Baltimore, bound downstream with a load of crude oil, was drawing 29 feet, nine inches at the time of the blast. Capt.

Wright said the identity I of the barges involved in the collision had not been established. ft Helen Monchow Dies; Was Land Economist Miss Helen Corbin Monchow, 52, land economist with the Housing and Home Finance Agency, died Saturday at Doctors Hospital of cancer. She lived at 3213 Volta place N.W. i Miss Monchow was the author of various books on the economics of land and public utilities. She was born in Cleveland and was a graduate of Northwestern and of Mount Holyoke College.

She was a trustee of the latter institution. Miss Monchow was editorial assistant at the Institute for Economic Research at Northwestern University from 1927 to 1931 and managing editor of the Journal of Land and Public Utilities Economics until 1942. She was also research planner of the City Plan Commission of Chicago and assistant professor of economics at Northwestern until she came to Washington in 1942 as editor of publications of the National Housing Agency. She had been a land economist with the Housing and Home Finance Agency since 10-7, Miss Monchow was a member of the American Economic Association. She had no immediate survivors.
