version of his no-frills air service in partnership with maverick British businessman, Roland "Tiny" Rowland. The announcement came as Laker's rivals said they would fight to take over his old routes, raising a cloud over the fledgling line. A Laker told reporters the new "People's Airline" would offer cheap trans-Atlantic flights like the Laker Airways' Skytrain service that collapsed a week ago under the burden of $388.5 million in debts to a consortium of 27 banks. Asked about the Laker Airways crash, Laker said, "I just got it wrong." "We just want to get the show on the road again. "We want to fly as many planes as possible, and give the passengers a jolly good deal." Laker said he hoped to start operations April 1.

The pioneer of no-frills trans-Atlantic service said he cemented a 50-50 partnership with Rowland, his longtime friend and chief of the giant Lonrho mining and trading empire. The Financial Times said Lonrho, which posted pre-tax profits of $223.1 million last year, planned to pump an initial $27.75 million to $37 million into the fledgling airline. Stocks Mostly Higher NEW YORK (AP) Stocks were mostly higher in early trading today as the government reported somewhat encouraging inflation news. Electronic, drug and oil-service stocks were numerous among the gainers. The Dow Jones average of 30 industrials was up 2.56 points to 837.23 after an hour of trading.

The transportation and utility measures rose a fraction. Advances led declines 5 to 3 on the New York Stock Exchange. Big Board volume totaled 10.43 million shares at 11 a.m. EST, against 11.93 million in the previous session. The Labor Department said its index of wholesale prices rose 0.4 percent in January following a 0.3 percent rise in December.

The January increase, at an annual rate of 5.3 percent, was at the low end of analysts' expectations. Georgia Exports Increase ATLANTA (AP) Georgia shipped nearly $5 billion worth of manufactured goods overseas in 1980, Gov.

George Busbee announced on Thursday. That's an increase of 82.8 percent from 1977, Busbee said, reporting on the results of a study by the U.S. Department of Commerce. Textile mill products were Georgia's leading manufactured export, totaling more than $1 billion, followed by transportation equipment and paper products. Continued growth of exports of manufactured goods will help "insulate our workforce and our living standards from the difficulties we see many other states suffering at this time of national economic downturn," the governor said.

Georgia to Buy Bank ATLANTA (AP) Citizens and Southern Georgia Corp. announced Wednesday it has reached a preliminary agreement to acquire the Citizens and Southern Bank of Hart County. The bank in Hartwell has had a correspondent relationship with Georgia for several years, the announcement said. The agreement calls for Georgia to pay $10 in cash and a five-year, 14 percent note in the amount of $85 for each of the 80,000 shares of the Hart County bank. The sale is subject to approval by the boards of directors of both banks, the shareholders of the Hart bank and appropriate regulatory authorities.

Plane Now Tourist Attraction Eleanor Powell Film Dancer Eleanor Powell Dies BEVERLY HILLS (AP) Eleanor Powell, the long-limbed beauty whose brief movie career provided some of the most electrifying dancing in musical history, is dead of cancer at age 69. Friends said she had been ill since July and died in her sleep Thursday at her Beverly Hills home. Miss Powell, once billed as "the world's greatest female tap dancer," made her last appearance April 10, 1981 at the American Film Institute's tribute to her old dancing partner, Fred Astaire. Gray-haired but still vital, she told the television audience that she wondered how she and Astaire ever got through their challenge-dance in Melody of The number, done to an accelerated "Begin the Beguine," appeared on the screen in its kinetic precision and drew cheers from the Beverly Hilton ballroom audience. In his 1959 autobiography, Astaire paid tribute to Miss Powell as "one of the all-time great dancing girls.

Her tap work was individual. She put 'em down like a man, no rickyticky sissy stuff. with Ellie. She really knocked out a tap dance in a class by herself." Although her impression on the musical film was indelible, she made only 13 movies and in two of those: guest starred sands Cheer," in 1943, and "The duch*ess of in 1950. Murder Charge Out In Killing of Fetus--DA NEW YORK (AP) The man who stabbed and raped a pregnant woman cannot be charged with murder in the death of her unborn child, according to Bronx District Attorney Mario Merola. State law, designed to protect doctors who perform abortions, says the death of a fetus younger than 6 months is not a homicide, Merola said.

An autopsy showed the fetus was less than 6 months old, said acting medical examiner Millard Hyland. The 25-year-old woman told police she was heading home from visiting friends in the Bronx early Thursday, and hailed what she thought was a gypsy cab. After about 20 blocks, the driver ordered to her undress and then raped her, police said. He produced a knife, asked her if she was pregnant, and stabbed her when she said she was.
