He was born April 8, 1928, in Madisonville, to Rossie Lee and Nina Williams Rhye. He was employed by Illinois Central Railroad, Purdy Motor Co. as a Rhye Island mechanic, Creek Coal Co. Hamilton No. 1 Shop and retired from Ohio No.

11 mines in 1992. He was a member of United Mine Workers of America and First Assembly of God in Madisonville. He was preceded in death by her parents; and one son, Michael Wayne Rhye, in September 1988. He is survived by his wife of 56 years, Betty Jo Mason Rhye of Madisonville; two daughters, Diane Dexter and Lisa Watts, both of Madisonville; two sons, Rhye Sr. of Madisonville and the Rev.

George N. Rhye of Louisville, two sisters, Janet Slaton of Nortonville, and Jona Knapp of Madisonville; three brothers, Arthur Ray Rhye of White Plains, and Ramus and Eugene Rhye, both of 11 grandchildren; Six great -grandchildren; five stepgrandchildren; and several nieces and nephews. Funeral services will be held at 2 p.m. Wednesday at BarnettStrother Funeral Home in Madisonville with the Revs. Ramon Davis and Chris Manning officiating.

Saturday, Dec. 17, 2005, at NHC Healthcare in Madisonville. He was born Sept. 23, 1917, in Hopkins County, to Clarence Vernon and Nell Dixie Fugate Allen. He was a retired coal miner and Allen member of United Mine Workers of America.

He was preceded in death by his parents; and his wife, Emily Eugenia Ingleheart Allen, on April 18, 2000. Monday, Dec. 19, 2005, at his residence. He was born to Byron J. Speith Sr. and Minnie Rebecca Carter Speith.

He was of the Baptist faith and attended First Baptist Church. He was a member of Chip's Sunday school class. He was a Kentucky Colonel and a member of Moose Lodge 724. He was a truck driver for 40 years. He was preceded in death by his parents.

He is survived by wife, Brenda Tompkins Speith of Henderson; two daughters, Teresa Witherspoon of Nortonville, and Debbie Shelton of Madisonville; two sons, Jeffrey Shelton of Corydon, and Dennis Shelton of Henderson; one sister, Jeannie Stefan of Knoxville, 11 grandchildren; four great-grandchildren; and several nieces and nephews. She was born May 28, 1927, in Hopkins County, to Cy and Georgia Fugate Merrell. She was a homemaker and a Uzzle member of Salem Missionary Baptist Church in Mortons Gap. She was preceded in death by her parents; her husband, W.D. Uzzle, on April 17, 1987; one daughter, Janice "Granny" Moore, on Feb. 21, 2001; and one brother, Leroy Merrell.

She is survived by one daughter, Thersa Martin of White Plains, one sister, Emma Jean Rector of Joliet, and three grandchildren. Evelyn Marie Bivins, 89, of Greenville, died Saturday, Dec. 17, 2005, at Belle Meade Nursing Home in Greenville. She was born July 17, 1916, to Paul and Virdie Putnam in Greens Chapel Community. She was a 1936 graduate of Central City School. She owned and Building Supply Rambler Rose Motel, The Palms Restaurant and A- Florist.

In 1963, she owned operated the Imperial and Exotic Florist in Madisonville, Ky. She was a member of First Baptist Church. She was preceded in death her parents; her husband, R.E. Bivins, in 1991; and one sister, Delores Hale. She is survived by one son, Ken Bivins of Madisonville; one daughter, Jan Anderson of Greenville; one sister, Marjorie Devine of Central City, caregivers, Gina Rector, Marie Vincent, Dorothy Bey and Patsy Nelson; three grandchildren; and seven great-grandchildren.

He retired after 30 years from Whirlpool. He owned and operated Louis' Antique Store. He was preceded in death by one grandchild, Chery Long, in 1985. Bivins MADISONVILLE, Ky. Garry D. Bivins, 59, of Costa Rica and Madisonville, died Sunday, Dec. 18, 2005, at his residence in Madisonville. He was born to Robert and Lucy Bivins.

He was of the Baptist faith. He was preceded in death by his father, in 1985. He is survived by his mother of Madisonville; five sisters, June Cavanaugh of Crofton, BobSimmons of Slaughters, Judith Whitaker of Madisonville, Cheri Martin of Eddyville, and Polly Roberts of Nebo, and several nieces and nephews. Tax change will make up shortfall BY HEATHER LYTLE Messenger Staff Writer Rhye DAWSON SPRINGS The city had a shortfall of about $35,000 over what had been budgeted at the beginning of the year, according to an audit report presented at Monday's City Council meeting. Council members are hoping an increase in insurance tax revenues will make up the deficit. The council had budgeted revenues of $260,000 but only took in $224,268. Expenditures were estimated at $1,095,534 but actually totaled $1,131,266. The additional revenue needed may come an estimated $50,000 in the city's insurance tax share which was increased by 3 percent.

The city would be increasing its share from life insurance premiums from 3.5 percent to 5 percent. The fee on policies that are not life insurance would change from 5 percent to 8 percent. The change is being made to generate new rev- enue. Recreation in the city is pay-, ing for itself, according to Kristal Rodgers, a representative from Berry and Kington, PSC. Some of the money is from gate receipts and the rest is from grants.

Design group will study renovations renovations BY HEATHER LYTLE Messenger Staff Writer DAWSON SPRINGS Dawson Springs Independent School District Board has hired RBS Design Group to assess possible renovations to the primary and middle school. "Our school system cannot afford to build the school drawn on paper," Superintendent Alexis Seymore said in Monday night's meeting.

RBS will charge $4,250 to study to what extent the school can be renovated. A total of $3 million has been earmarked for renovation with new heating and air at the top of the list. After the heating and air, new wiring and plumbing come next. Seymore said she doesn't know how much would be left after those improvements. "Someone said if it costs more than 80 percent to renovate, you're better off to rebuild," Seymore said.
