Housing Assistance Program Analyst, Section 8 Housing (2024)

Responsibilities Include but Not Limited To

Under general supervision, performs a wide variety of administrative and clerical duties in support of the department. Work involves having knowledge of policies and procedures of the Parish Section 8 Program; maintaining comprehensive knowledge of terminology, principles, and methods utilized within the department; keeping abreast of any changes in policy, methods, etc.; comprehending, interpreting, and applying regulations and procedures; communicating and interacting with clients; using independent judgement as situations occur; performing mathematical calculations using percentages and decimals; and remaining proficient with computers. Reports to the Housing Assistance Program Administrator.

Essential Job Functions:

  • Issues vouchers for tenant participation in Section 8.
  • Prepares manuals and other literature detailing Housing and Urban Development program.
  • Calculates tenant’s income; screens each tenant for eligibility.
  • Computes tenant subsidies.
  • Assists landlords with tenant screenings.
  • Prepares lease contract between tenants and landlords.
  • Prepares necessary governmental reports for Housing and Urban Development programs.
  • Prepares Portability packets for incoming/outgoing tenant families porting inside/outside Iberia Parish.
  • Maintains HAP registers ledgers and accounting and general ledger.
  • Prepares office inventory.
  • Maintains active and inactive filing system.
  • Prepares VMS, SEMAP, Housing and Urban Development five-year annual plan reporting to Housing and Urban Development (quarterly, yearly basis).
  • Verifies and keeps current with Housing and Urban Development changes/revisions in computer software.
  • Verifies and keeps current with local, State, and Federal laws governing Section 8 program.
  • Handles the responsibility for updated CFR24 Citations, fair market rents, payment standards, and income limits.
  • Prepares Housing and Urban Development Quality Control for 30% Income reporting, waiting list, HAP calculations, etc.
  • Assists supervisor with general operations and procedures for Section 8 program.
  • Assists supervisor as needed with budget preparation.
  • Assists applicants by providing information about program requirements, leases, and location of suitable housing.
  • Assists families for job counseling and training; refers families to supportive services that are available.
  • Assists other as needed.
  • Attends workshops/training as required by United States Department of Housing and Urban Development.
  • Receives and/or reviews various documents, including income verification, general ledger listing, family birth records and SSA records, delinquency reports, and voucher issuance.
  • Prepares and/or processes reports and documents including Housing and Urban Development contracts, voucher report, HAP report, VMS quarterly reports, and portability packets.
  • Refers to Internet, computer, Housing and Urban Development website, Tenmast software, daily Iberian newspaper, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.
  • Operates a variety of equipment such as copy machine, fax machine, calculator, telephone, computer, printer, etc.
  • Uses a variety of supplies such as file folders, file drawers, paper, manuals, literature, maps, general office supplies, etc.; and a variety of computer software such Tenmast software, Microsoft Word, WordPerfect, Internet Explorer, Microsoft Excel, etc.
  • Interacts and communicates with various groups and individuals such as Housing Assistance Program Administrator, office staff, tenants, landlords, Tax Assessor Office, District Attorney Office, Office of Family Services, and the general public.

Minimum Training & Experience

Requires a high school diploma or GED equivalent with one-year experience in general office procedures; or an equivalent combination of education, training, and experience, which provides the required knowledge, skills and abilities.

Physical Requirements

Must be physically able to operate a variety of machinery, equipment, and tools such as computer, printer, typewriter, copy machine, fax machine, calculator, telephone, etc. Tasks requires the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of lightweight (5 – 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
