Five of the seven, including a Prattville man, died in traffic accidents. They also included state Rep. James T.
Waggoner's 18-year-old son, Scott Waggoner of Birmingham. Authorities said Bobby Lawson, 1 14, and Billy Lawson, 13, were on a family outing when they drowned while swimming in Shoals Creek about two miles east of Florence. Their bodies were recovered. State troopers said a Germantown, youth, David F. Brant, was killed Sunday when the car in which was riding ran off U.
S. 82 near Ethelsville in Pickens County, then shot back across the highway into the By The Associated Press path of an oncoming car. And Carl Ray Martin, 23, of Prattville died Sunday after falling off the back of a pickup truck on U. S. 82 just west of Prattville.
Police at Homewood said the Waggoner youth was killed early Sunday when his jeep overturned on a road just south of Birmingham. Two other victims were killed Saturday. They were: Ethel Dunn Meis, 60, of Hernando, who was struck by a car on U.S. 231 about 14 miles south of Montgomery. She was first reported to be a resident of Elmore County.

The Medicaid program is about $33 million over its $244 million budget and the commissioner claims the program could run out of money some time next month. In an attempt to curb program costs, Worthington plans to impose a limit to recipients of four prescriptions a month to save about $700,000. Medicaid should also save about $5.5 million by reducing the number of drug items covered by the program. Medicaid recipients will have to pay an additional 50 cents on prescriptions costing $11 or more, according to Worthington. They presently pay 50 cents regardless of cost.
About $300,000 is to be saved by limiting pre-operative hospitalization to one day unless necessary because of medical conditions and hospital admissions on Friday and Saturday will be denied except in emergencies. A $1.7 million savings should result from restricting outpatient visits to four per year unless prior authorization is granted. The 30-day limit on hospitalization will be reduced to 15 days, with pre-authorization allowing an extra five days. This should save about $3.7 million. Approximately $11 million may be cut off the state's cost of maintaining Medicaid recipients in nursing homes by doubling entry requirements for residents and requiring them to pay the first month of confinement each year.
The basic Home Health Care program is limited to 100 days annually, but this would be changed to 52 days in order to save about $400,000. In another attempt to curb costs, Gov. Fob James has given MSA permission to hire seven auditors to work with nursing homes to recoup erroneous and duplicate payments. This is designed to save about $1.3 million. Although Medicaid funds may expire in August, the state Legislature has appropriated $8.5 million in emergency monies and legislation is pending to give the program an additional $9 million.
James supported the first emergency appropriation, but claims the second will not be necessary because of the cost cutting measures. 2 Roles Touchy For This Wife By NICK LACKEOS The slings and arrows of small town politics can cause stress, especially if one happens to be the mayor's wife and a management planner assigned to the town. That is the touchy predicament Janet Lanier, wife of Eclectic Mayor Frank Lanier. Mrs. Lanier, who married the mayor several months ago, is a planner and management specialist for the Central Alabama Regional Planning and Development Commission.
Headquartered in the commission's Montgomery office, she works with the mayor and city council members in Elmore and Autauga county towns and frequently attends town meetings to explain to local officials what federal grants are available. She said she has received any personal criticism only once. It came at last week's Eclectic City Council meeting when 20 to 30 people protested the resignation of former Councilman Boland Moncrief. "I didn't have anything actually to do with that," she said, referring to the June 23 meeting when Moncrief resigned at the council's request. The resignation came after Lanier told the council Moncrief had falsified ambulance records and filled his private vehicle with 20 gallons of city gasoline.

Moncrief attended July 3 meeting with the supporters, and asked that he be reinstated. Lanier said the council would consider his request, but Councilwoman Dorothy Baughman said she knows of no plans to vote Moncrief back into office. Mrs. Lanier was at the meeting to inform the council of the availability of a $90,000 development grant for the expansion of Aaron Park, a recreation facility with baseball fields and tennis courts that was built from a $50,000 federal grant drawn up by her office in 1975.
A citizen demanded that Moncrief be reinstated and then, calling Mrs. Lanier "Miss Mayor," asked what business she had attending a council meeting. "I just try to keep my cool," said Mrs. Lanier, the 23-year-old planner who drew up a plan in 1977 that made Eclectic eligible for federal grants. She rarely attends a council meeting, and when she does, it is on official planning business, she said.
